Environment Monitoring Division (EMD)
This division is responsible for overall monitoring of environmental impacts of economic development/development activities throughout the country, management of environment information for the environment sector, education, awareness and outreach activities and conducts studies on emerging environmental issues. This division comprises of the following sections:
a) Environment Research & Report Section (ERRS)
The functions of this section will be as follows:
• conduct study on emerging environmental issues
• collect and compile environmental data
• prepare and publish the State of the Environment Report (SOE)
periodically
• Submit to the parliament/government
b) Environment Quality Monitoring & Standards (EQMSS)
The Environment Quality Monitoring & Standards Section will have the
following functions:
• develop, review and revise national ambient air quality standards
and monitor
• develop, review and revise industrial emission standards and monitor
• develop, review and revise vehicle emission standards in collaboration
with RSTA and monitor
• establish and manage ambient air quality monitoring stations
• monitor ambient air quality and noise pollution
• see trans-boundary Air Pollution under Male Declaration.
c) Environment Information & Outreach Section (EIOS)
The main functions of this Section will be as follows:
• manage and maintain the Environment Information Management System
(EIMS)
• network with other sectors in data collection and management
• establish a relevant Geographic Information System (GIS) facility
in NEC
• collect and manage of GIS data and Provide GIS and related support
to all other sections of NEC
• manage and update the NEC Website in coordination with other divisions
and sections
• manage the Local Area Network (LAN) in NEC
• coordinate commemoration of environmental events
• conduct public advocacy and awareness programs
• manage and upgrade the NEC library
• liaise with DECs and other sectors on awareness and advocacy programs
• capacity building in Dzongkhags and geogs
• develop and manage online journals
Water Resources Coordination Division
Water resources being the backbone of the national economy, need effective management through close coordination, planning and regulation involving all the stakeholders. The coordination and management of the water resources sector is a highly demanding task, as it involves numerous stakeholders/ water user agencies in both the public and private sectors with sectoral interests. It calls for frequent coordination meetings and consultations on important issues of cross-sectoral nature, policy and legislation, etc.
The main functions of the division will be as follows:
• Conduct inventory on the water resources of the country
• Prepare the National Integrated Water Resources Management plan
in consultation with relevant stakeholders
• Monitor the state of water resources; and compile, analyse and
disseminate information
• coordinate the formulation of the water act;
• coordinate and prepare action plans for integrated water resources
management;
• Act as the national counterpart to consultants involved in policy
formulation and management of water resources;
• To act as a coordinator and facilitator on water resources protection,
development and management;
• coordinate and prepare the institutional linkage mechanism within
and beyond the water resources sector;
• review and coordinate the preparation of a comprehensive HRD plan
in the water resources sector;
• monitor and evaluate the programmes on water resources implemented
by different sub sectors;
• develop, review and revise water quality monitoring and management
strategy
• assist, develop, review and update national water quality standard
• Liaise with other agencies such as Department of Energy, Ministry
of Works & Human Settlement, and Ministry of Health & Ministry
of Agriculture and Forests on water resources management.
a) Water Resources Coordination Section
The function of this section is as follows:
1. Coordinate the formulation of the Water Act, Policy and Vision ;
2. Coordinate and formulate a broad national water policy along with the
required legislation;
3. Coordinate and prepare water action plans for integrated water resources
management;
4. Coordinate and prepare the institutional linkage mechanism within and
beyond the water resources sector;
5. Review and coordinate the preparation of a comprehensive HRD plan in
the water resources sector;
6. To monitor and evaluate the programmes on water resources implemented
by the different sub sectors;
7. Develop, review and revise water quality monitoring and management
strategy
b) Water Quality Monitoring Section (WQMS)
The function of this section is as follows:
1. Conduct regular water quality monitoring exercises in all the major
river basins ; the data thus gathered will be beneficial to implement
for the process of integrated water resources management;
2. Coordinate with other Agencies/ Sectors to monitor water quality such
as drinking water, lakes, wetlands etc.;
3. Review and coordinate the preparation of a comprehensive HRD plan in
the water resources sector;
4. To monitor and evaluate the programmes on water quality monitoring
implemented by the different sub sectors;
5. Develop, review and revise water quality monitoring and management
strategy
Legal Services
The Legal Service is responsible for providing input to all draft legislation,
programs, polices, plans and proposed activities. Additionally it has
the following responsibilities:
• Formulate/revise legislations
• Provide legal services to Divisions
• Handle prosecution and defense cases
• Assess appeals and follow up
• Assist in formulation/revision of guidelines, ECOPS/standards/MOUs,
publications, announcement, notifications, circulars, etc
• Maintain records of MOUs
Human Resource Service (HRS)
The Human Resource Service has the following responsibilities:
• Overall management of the HRD and HRM,
• Formulate and execute the long-range continuous professional development
of the NEC
• Prepare and implement annual in-house training programmes in line
with the long term plans.
• Establish and maintain institutional linkages with other Environment
Institutions and regional bodies around the world.
Policy & Programming Services (PPS)
The Policy and Programming Services is responsible for formulating policies, plans and programmes including Five Year/Annual Plans in collaboration with other divisions and sections. PPS is also responsible for coordinating various Multilateral Environmental Agreements (MEA) and projects/obligations resulting from these agreements as well as other donor assisted projects. Additionally the PPS is responsible for Mainstreaming Environment into sectoral policies, plans and programmes of the Royal Government in collaboration with GNH Commission.
Administration and Finance Service (AFS)
The AFS is responsible for providing administrative support to other functional divisions. It is also responsible for procurement, managing and reporting the receipt and utilization of budget funds of the NEC, management of records, supplies, equipment, security, secretarial, pool vehicles, general administration and other related services.
Information Communication & Technology (ICT) Service
The main functions of the ICT services are as follows:
• Maintain inventory of office IT equipment
• Manage and update NEC website regularly
• Manage and maintain the local area network
• Provide technical support in the operation and maintenance of
EIMS
• Provide technical assistance related to both hard and software
• Assist in establishing GIS facility
• Establish Geographic Information System (GIS)
• Collect and manage GIS data
• Provide GIS related support to Divisions
• Network with other sectors in data collection and management
• Property and providing IT Support Services would be the responsibility
of the AFS
