Notification to the Importers of HCFCs and HFCs

Import of any ozone depleting substances (ODS) and hydrofluorocarbons (HFCs) into the Kingdom of Bhutan is controlled. These are the chemicals primarily used for cooling and refrigeration. While there are numerous substances  controlled under the Regulation, some of the commonly imported controlled substances are HCFC 22 (R-22) and hydrofluorocarbons (HFCs) like R32, R134a, R404a, R407c, R410a etc. Therefore, import  of these controlled substances is subject to prior registration and approval of the National Ozone Unit (NOU), National Environment Commission Secretariat. 

 

In accordance with Section 43 (a) of the Regulation, every importer is required to report to NOU within 10 working daysfrom the date of import. Henceforth, all the importers are requested to adhere to this requirement and report the import to NOU  using Annex J (Import Reporting Format) of the Regulation. A copy of the form is also attached herewith. 

 

Further, Section 43 (b) of the Regulation requires every importer to maintain a record of the import and sale to the end users of the controlled substances and submit it annually to the NOU. Therefore, all the importers are hereby requested to maintain a proper record of import and sale of controlled substances.  The NOU shall notify the importers at an appropriate time to submit the report using Annex K (attached)
