National Adaptation Programme of Action (NAPA)
The Least Developed Countries (LDCs) identify priority activities that respond to their urgent and immediate needs to adapt to climate change through their National Adaptation Programme of Action (NAPAs). Preparation and implementation of NAPAs was included in the LDC Work Plan as per the decisions of Seventh Conference of Parties (COP 7). NAPAs are action-oriented, country driven and flexible based on national circumstances.

Bhutan’s NAPA was completed in 2006. Nine priority activities were identified out of which three are being implemented under the project ‘Reducing climate change induced risks and vulnerabilities from glacial lake outburst floods in the Punaka, Wangdi and Chamkhar valleys’ funded by the LDCF, United Nations Development Programme, Austrian Development Agency and World Wildlife Fund (WWF-Bhutan).

Bhutan is currently in the process of updating its NAPA. This is supported by Decision 5/CP.16 in 2010 whereby the Global Environment Facility (GEF) was requested to provide funding to LDCs for enabling them to update NAPA in order to improve their quality, to facilitate adaptation actions into development planning and to reflect increased knowledge and changed priorities in the country.
