Water Resources Coordination Division

Mandate:

The main functions of the division are:

  • Conduct inventory on the water resources of the country;
  • Prepare the National Integrated Water Resources Management plan in consultation with relevant stakeholders;
  • Monitor the state of water resources; and compile, analyse and disseminate information
  • Coordinate the formulation of the Water Act;
  • Coordinate and prepare action plans for integrated water resources management;
  • Act as the national counterpart to consultants involved in policy formulation and management of water resources;
  • Act as a coordinator and facilitator on water resources protection, development and management;
  • Coordinate and prepare the institutional linkage mechanism within and beyond the water resources sector;
  • Review and coordinate the preparation of a comprehensive HRD plan in the water resources sector;
  • Monitor and evaluate the programmes on water resources implemented by different sub sectors;
  • Develop, review and revise water quality monitoring and management strategy;
  • Assist, develop, review and update national water quality standards;
  • Liaise with other agencies such as Department of Energy, Ministry of Works & Human Settlement, and Ministry of Health & Ministry of Agriculture and Forests on water resources management;
  • Inform the public on sustainable use of water resources through education, training, awareness and other public outreach programs;
  • Collect and maintain data¬† and information on water resources, including record keeping of all administrative decisions taken; and
  • With assistance of the River Basin Committee to prepare and periodically update a River Basin management Plan for each river basin.

Waste Management Division

Mandates:
  • Coordinate and oversee the implementation of the Waste Prevention and Management Act, 2009, Waste Prevention and Management Regulation, 2012 and the National Integrated Solid Waste Management Strategy, 2014. Establish framework/coordination mechanism for effective functioning and coordination among Implementing and Collaborating Agencies
  • To coordinate the formulation of strategy/guideline on administrative, financial, physical and awareness and outreach mechanisms for waste management and technical guidelines of waste management in coordination with the Implementing and Collaborating Agencies and assist and monitor the implementation of these mechanisms
  • Establish standards and technical guidelines for the segregation, reuse, recycling and disposal of wastes in an environmentally sound manner in coordination with the Implementing and Collaborating Agencies
  • Establish framework/coordination mechanism for effective functioning and coordination among Implementing and Collaborating Agencies
  • Assess and monitor the overall performance of the Implementing Agencies and provide them necessary technical support to improve their performance
  • Review and assess needs for human, financial or technical supports to strengthen the implementing efficiency of the Implementing and Collaborating Agencies
  • Review proposal from the Implementing Agencies on the content of the Act and Regulation in consultation with the Legal Services
  • Serve as national focal point to Basel Convention on Control of Transboundary Movement of Hazardous Wastes and Their Disposal and coordinate the implementation
  • Review and assess any international agreements, contracts, obligations or other arrangements to waste management for approval of the Royal Government and serve as a national focal point for any international agreements to waste management
  • Collect reports and information from the Implementing Agencies and Collaborating Agencies about waste generation, reduction, reuse, recycling and disposal and any other issue/challenges faced with regard to the implementation of the Act and Regulation. Prepare and submit reports to the Cabinet and the Parliament periodically including any advice on waste management when needed
  • Conduct advocacy program on waste management in coordination with Implementing and Collaborating Agencies
  • Carry out capacity building program for the Implementing and Collaborating Agencies and as well for other public/private institutions/entities involved in waste management
  • Explore and mobilize funding for awareness on waste management and to support waste management initiatives
  • Carry out studies and researches on sound waste management system and waste management technologies
  • Hear and decide disputes related to waste management in consultation with the Legal Services and related divisions
  • Provide technical backstopping to the Environmental Assessment and Compliance Division while assessing a project for environmental clearance which has a potential to generate waste
