Terms of Reference for Environment Assessment Division
Implement and enforce the Environmental Assessment (EA) Act 2000 and the Regulation for the Environmental Clearance of Projects 2002.
Update/revise Annex 2 of the Regulation for the Environmental Clearance of Projects annually.
Attend to appeals and impose sanctions related to environmental offenses.
Formulate new and update existing sectoral guidelines and Environmental Codes of Practice (ECOPs).
Conduct screening, scoping and assessment of applications and make decisions.
Manage and maintain information on the number of applications received, processed and issued/rejected and acknowledge the receipt of applications for environmental clearance.
Conduct site visits and spot checks on all activities subjected to the EA Act 2000.
Maintain records of non-compliance and actions taken.
Participate in workshops, seminars and meetings.
Compile reports from the Competent Authorities and report on the implementation of the EA Act 2000 to the Commission annually.
Extend support to the Dzongkhag Environment Committees (DECs).
Pursue the development of and environmental management network with line ministries/agencies so as to progressively delegate responsibilities under the EA Act.
Act as resource persons for trainings/seminars/workshops conducted by line agencies and others on Environmental Assessment. Conduct environmental workshops/seminars and training workshops
Assist the Environmental Assessment Advisory Board.
