The National Environment Protection Act of Bhutan, 2007, and in particularly the Environmental Assessment Act, 2000 and its Regulation for the Environmental Clearance of Projects and Regulation on Strategic Environment Assessment 2002 lays the provisions to conduct environmental assessment while formulating, renewing and modifying or implementing policies, plans or programs and projects which may have significant impact on the environment. This is reflected to ensure and bring better integration of economic, social and environment factors/dimensions, which sets strong foundation for sustainable development. In order to carry out the above activity, the National Environment Commission Secretariat with support from Asian Development Bank constituted a Strategic Environment Assessment (SEA) taskforce to work on Road Sector Master Plan (RSMP). From June 23-28, 2016, taskforce representing various relevant agencies met to develop baseline chapters for SEA report. This will be followed by SEA theory training and review of guideline from July 4-9, 2016 at Paro. The key output of the project support is to develop guideline for carrying out SEA activity, capacity building and SEA report on RSMP.
